Blacklist Lifting of Foreign Nationals
Removal from the Bureau of Immigration blacklist is one of the most consequential and procedurally demanding immigration remedies available under Philippine law. A blacklisted foreign national is barred from entering the Philippines indefinitely — affecting business operations, family life, and personal freedom of movement.

Notable Achievement — Pioneer Sex Offender Blacklist Removals (2025–2026)
Atty. Alexander Llanes Acain Jr. successfully obtained the lifting of the Bureau of Immigration blacklist for two foreign nationals who had been blacklisted as registered sex offenders — a category that, until 2024, was categorically prohibited from blacklist removal under DOJ policy.
Following the Department of Justice’s relaxation of its blacklist removal rules in 2024 to allow petitions from sex offenders on a case-by-case basis, Atty. Acain moved immediately — filing petitions on behalf of both clients, securing approval from the Secretary of Justice, and obtaining the Bureau of Immigration’s approval of the Petitions for Removal from the Blacklist.
His clients were among the first foreign nationals in the Philippines to benefit from the relaxed rules — pioneer recipients of a policy change that had previously left this category of blacklisted individuals without any legal remedy.
This result required not only deep familiarity with BI and DOJ procedures, but also the ability to construct a compelling factual and legal case in a category where no prior successful petitions existed as precedent.
